When you bought your new home the builder gave you a warranty that expires after a predetermined period. After that period expires most if not all repairs will be your responsibility to fix. A builders warranty inspection evaluates all of the same components that a standard home inspection does, but there is more of a focus on ensuring that the builder adhered to today's standards. Older homes were built before many of today's modern safety codes were written. Make sure your builder did it right or make them make it right.
